Africa clearly is an attraction to white losers: missionaries laughed at at home, chanceless people looking for a partners in a world where the Western standards of partner choice are not high on the list of what brings you in consideration, people whose Western employers do not give them any other option, even ambassadors tend to consider themselves losers when still placed in Africa at later age.
Then of course there is the aid NGO community, but I do not know a lot about them. They have laptops on which they write reports and then email them to each other.
